The soap manufacturing companies Palmolive and Peet merged in 1926, in 1928 the Palmolive Peet company merged with Colgate to form the Colgate Palmolive Peet Company. In 1953 they dropped the name Peet, to become the Colgate Palmolive Company. 

This aluminum Token bears the full Colgate Palmolive Peet name, dating it between 1928 and 1953. I’d have to assume these were given out as promotional pieces at fairs, festivals and other special events. The bearer was to receive a $0.10 discount on Colgate or Palmolive shaving cream from their ‘druggist’.
